That's the 'lock aspect ratio' feature doing its job. It makes sure your image doesn't get stretched or squished out of proportion. You can turn it off, but things might look a bit weird if you do.

You can, but it's not going to look great. When you try to stretch a small image, the computer has to guess what the extra pixels should look like, which usually leaves you with a blurry mess.
