That's the 'lock aspect ratio' feature doing its job. It makes sure your image doesn't get stretched or squished out of proportion. You can turn it off, but things might look a bit weird if you do.

Usually, yes—if you're shrinking a massive photo down to a smaller size, the file size will drop too. But if you really want to compress it, run it through our Image Compressor tool afterwards.

You can, but it's not going to look great. When you try to stretch a small image, the computer has to guess what the extra pixels should look like, which usually leaves you with a blurry mess.
